2021 Richmond Hill Council Event Expenses

In May 2021, Council approved a new Council Events Policy. Formal public reporting is a requirement of this policy.


No Richmond Hill financial resources (including any Council approved budget) shall be used

to fund a Council-led Event. All of the expenses related to Council-led Events, including any

associated lieu or overtime for Staff, shall be fully funded through community sponsorship.

Expense breakdowns

Joe DiPaola spent a total of $84,157 on 4 events:

  • Residents Tele-Town Hall ($509)

  • Hand Sanitizer Giveaway ($1,213)

  • Annual Charity Golf Tournament ($19,959)

  • Mayor's Event RHBOT ($40,476)

  • Donations made to 2 charities ($22,000)

Carmine Perrelli spent a total of $142,470 on 1 event

  • Enviro Day Event - 4 days

  • Expenditures include giveaways ($66,397), meeting/event supplies ($33,131), event logistics ($19,587) and advertising ($22,624)

Ends 2021 with a $86,761 deficit



Greg Beros spent a total of $2,882 on 1 event

  • Oak Ridges Electronic Waste & Textile Recycling Event

Ends 2021 with a $5,282 surplus

Tom Muench spent a total of $13,848 on 2 events

  • BBQ Family Picnic ($4,191)

  • Family Trivia ($9,657)

Ends 2021 with a $38,972 surplus

Castro Liu spent a total of $4,457 on 3 events

  • Ward 3 Slow Down Lawn sign Program ($875)

According to the City Treasurer regarding the Event Expenses:

  • The Council Events Policy allows for any surplus to carried forward throughout Council term.

  • The deficits can be carried forward, and need to be paid/funded by nomination day which is August 19, 2022

  • In the year of Election (ie. 2022) a surplus must be used up for an event by nomination day or otherwise donated to a Community group or charity (as identified by the respective Councillor by May of the Election year)

  • Because 2022 is an election year they are allowed host one one-day event and it must be done prior to nomination day which is August 19, 2022
