Good to see that Acting Mayor Joe DiPaola has a Member Motion coming forward at the April 14th Richmond Hill Council meeting directing staff to report back in the fall of 2021 with a policy for Fundraising and Sponsorship for Council Community Events and the use of these funds. Hopefully this is the first step in creating transparent and accountable policies for fundraising and sponsorship including online reporting accessible by residents.
The question is why is Acting Mayor DiPaola requesting another Events policy to be drafted?
Why not approve the draft Member of Council Community Events Policy based on audit recommendations which was presented to Council on December 17, 2018?
The previous Council has requested a Councillor Event Compliance Audit back in June 2018 and spent $35,000 to have it completed. Subsequently staff developed a draft Member of Council Community Events Policy based on the recommendations which was presented to Council on December 17, 2018. Council had the opportunity to approve the policy at that time but chose not to with no real explanation as to why.
At the December 17, 2018 Council Meeting, Councillor Greg Beros moved the motion to only "receive" the report and Regional Councillor Carmine Perrelli seconded the motion.
When Councillor David West questioned Councillor Beros why he wouldn't move the motion to "receive" and "approve" the Member of Council Community Events Policy, Beros just shrugged it off stating "we receive reports all the time".
The motion to only receive the report passed. In favour were Barrow, DiPaola, Perrelli, Beros, Muench and Chan. The lone dissenting voice was Councillor David West.
Councillors Cilevitz and Lui were absent from the meeting.
Interesting to see that Acting Mayor DiPaola is now bringing this forward as a Member Motion considering that he did not support the approval of the draft Member of Council Community Events policy in 2018.
Residents can only hope that this time the policy will be approved and that this isn't hollow attempt to be able to claim that something was accomplished.
