MZO Granted! Baif Developments

Richmond Hill Special Council Meeting Friday October 29th at 1pm

The Minister of Municipal Affairs and Housing has approved the MZO to convert the Baif Developments Lands in Headford Business Park from Employment Lands to Residential.


This rush MZO was approved by Richmond Hill Council on October 29, 2021. See details further below.

Richmond Hill Council supported the request for a MZO to convert the Baif Developments Lands from Employment Lands to Residential. Now it's up to the Minister of Municipal Affairs and Housing to decide.

Voted in Favour: DiPaola, Perrelli, Chan, Muench, Beros and Liu

Voted Against: West and Cilevitz


Page 14 of this report brought to council February 26, 2020 discusses why the Baif Lands were not recommended for conversion by City staff.

 

Councillor Muench brought forward an "emergency and time sensitive" motion at the October 27th Council Meeting titled an Economic Development Opportunity. It was deferred to this meeting to allow a more fulsome discussion by council members and an opportunity for the public to weigh in.

The motion requests:

  • That Council endorse a Minister’s Zoning Order (MZO) to amend the Provincially Significant Employment Area designation to remove the Baif Lands to permit residential and community uses

Councillor Muench had not shared this extensive motion with all Council members, the Ward Councillor Castro Liu, City staff or the public prior to the October 27th Council Meeting but is pressuring Council members for support of this MZO by the end of this week.


Councillors DiPaola, Perrelli, Chan, Beros and Muench were already prepared to approve this MZO at the October 27th Council meeting.


The Minister of Municipal Affairs and Housing issued a Minister's Zoning Order on December 2, 2020 to permit the Treasure Hill Development (shown above)


Like Treasure Hill, Baif Developments is also using the need for "new seniors housing, long-term care facilities and associated medical and wellness services" as a hook to get the MZO.
