Recap: February 23rd Council meeting

Richmond Hill Council meeting Wednesday February 23, 2022 at 9:30am


Another productive and collaborative Richmond Hill Council meeting under Mayor West's leadership. It was a busy agenda with 16 delegations speaking to a number of motions.


RECAP:

Endorsement of the Parks Plan, Recreation Plan, and Culture Plan Review Key Findings and Directions Report

The main purpose of the review of the Parks Plan, Recreation Plan and Culture Plan is to focus the Plans’ visions towards delivering a financially sustainable system of parks, recreation, and cultural programs and facilities across the City.

Motion to refer to March 2nd at 9:30am for a Special Council Meeting for further education/consultation - Carried unanimously

  • A number of delegations speaking to this report seeking:

    • More pickleball courts

    • More indoor soccer

    • Create an Indigenous Cultural Centre at the Eyer Homestead

Member Motion – Castro Liu - re Shirley Drive - Carried Unanimously

Council direct staff to investigate and report back on the possible challenges and options for the assumption of the private laneway (above and below ground) for the freehold townhomes known municipally as 141-247 Shirley Drive as a designated public highway, in keeping with other freehold rear laneway townhomes operated and maintained by the City


Request for Direction - Alectra Utilities Corporation (AUC) Hydro Power Supply for Urbacon Properties Limited at 10 Sofia Court - Carried

  • Council is proposing Option 5 - installation of new distribution line on east side with consolidating street lights, $5.7M (additional $2.4M from current project cost)

Council noted that Alectra is a provincial agency and can do what they want to do as they are governed by the Electricity Act which overrides the Municipal Act. As such they do not require consent to proceed from any level of government or homeowners.


Member Motion – Castro Liu - re Review on Snow and Windrow Removal after major snowstorm on January 17th - Carried Unanimously

  • Council direct staff to conduct a full review of the City’s snow removal operation and communication plan and report back before summer recess.

Request for Direction - Alectra Utilities Corporation (AUC) Hydro Power Supply for Site Plan Application - Urbacon Properties Limited - 10 Sofia Court

  • To seek Council’s direction with respect to the hydroelectric servicing options explored by Alectra Utilities Corporation (AUC) along Leslie Street between Major Mackenzie Drive and Elgin Mills Drive that services the Urbacon Properties Limited

Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.
