The June 23rd Richmond Hill Council Meeting was by far the worst and most appalling display of unprofessionalism shown by certain council members so far this term.
CAG will be posting meeting follow ups complete with video clips over the next few days.
A brief recap:
Posted Speed Limit Review for a Number of City Streets - Motion passed
Request for Endorsement - Affordable Housing Strategy - postponed
Indigenous Land Acknowledgement Statement - Motion passed
Perrelli & Beros voted against
According to Perrelli "the community (Richmond Hill) doesn't care about" Indigenous Land Acknowledgement (meeting video timestamp 4:48:06)
Member Motion - Councillor Muench - Executive Staff Pay Increases - Motion passed with amendment calling for a HR training session for council
HR explained the compensation process based on a council approved policy.
HR also made it clear that the City Manager does not approve pay increases contrary to what the Perrelli's "survey" indicated.
Joe DiPaola, David West and Karen Cilevitz voted against the motion
Member Motion - Councillor Muench - Mayor Dave Barrow Return - Motion Failed on tied vote
Perrelli, Beros, Muench and Liu in favour and DiPaola, Chan, West and Cilevitz against
The Clerk confirmed that if this motion had of passed that Perrelli would have become Acting Mayor on July 1st.
Richmond Hill Council Meeting Wednesday June 23rd at 9:30am
Items of Interest Include:
Posted Speed Limit Review for a Number of City Streets - Reduction from 50 km/hour to 40 km/hour
Request for Endorsement - Affordable Housing Strategy
Endorsement of the Strategy will not commit the City to the use of any specific tools at this time, rather, it will provide direction to staff to undertake the work necessary to identify the details associated with each tool, consult with the public and stakeholders, as appropriate, on those details, and seek Council’s approval of the individual tools accordingly.
York Region Official Plan Update Policy Directions
A summary of the proposed policy directions emerging through the York Region Official Plan Update, and to seek Council’s endorsement of Staff’s comments on same which are to be forwarded to the Region of York for consideration through its Municipal Comprehensive Review process.
Indigenous Land Acknowledgement Statement
That staff be directed to research and consult with Indigenous communities to develop a Richmond Hill Land Acknowledgement Statement.
Member Motion - Councillor Muench - Executive Staff Pay Increases
This motion is to remove the delegated authority to increase pay for City staff in positions at the Director level or above from the City Manager and brought to Council for approval instead. Read the motion here.
Councillor Muench may be bringing this motion forward however it's really belongs to Councillor Perrelli and his unsubstantiated "survey"
Member Motion - Councillor Muench - Mayor Dave Barrow Return
This motion is to immediately rescind Mayor Barrow's Medical Leave of Absence
Reasoning is because "Mayor Dave Barrow was recently photographed by Metroland photographer Steve Somerville having breakfast at the 3 Coins Open Kitchen restaurant patio on June 11" and that "Mayor Dave Barrow looked in fine health and was very talkative"
Mayor Dave Barrow had sent an email on June 9th to Council, at their request, stating that “The medical treatments I've been receiving have been going well and at this time I'm hopeful that I will be able to return to work at the end of the summer”
