RECAP of June 9th Council Meeting

Unfortunately but as expected the motion to have online voting for the 2022 Municipal Election failed on a tied voted.

Against online voting: Carmine Perrelli, Greg Beros, Tom Muench and Castro Liu

In favour of online voting: Joe DiPaola, David West, Karen Cilevitz and Godwin Chan

CAG thanks all of the residents who signed the online voting petition. Your support is appreciated.


Mayor Dave Barrow provided a response email via the Clerk in regards to Muench's motion from May 26th asking for a return date from his medical leave. Mayor Barrow responded "The medical treatments I’ve been receiving have been going well and at this time I’m hopeful that I will be able to return to work at the end of the summer".


Councillor Muench's member motion requesting a closed session regarding an "identifiable individual" failed on a tie vote.

For Closed Session: Carmine Perrelli, Greg Beros, Tom Muench and Castro Liu

Against Closed Session: Joe DiPaola, David West, Karen Cilevitz and Godwin Chan

CAG questioned if this closed session may have been a discussion regarding what to do about Mayor Barrow and his extended medical leave. Since the member motion failed it's a moot point.


All other motions on the agenda passed.

 

Items of Interest include:

  • The purpose is also to provide an overview of the AMP that summarizes the City’s state of the infrastructure, service levels, asset management strategies, and financial investment needs for its Core+ assets

  • Presently, the Lake Wilcox Special Policy Area (SPA) is an area located in a flood plain along the north shore of Lake Wilcox and west of Yonge Street along King Road.

  • In accordance with the Provincial Policy Statement, no development is permitted within a flood plain.

  • However, in special circumstances, the Province has allowed for development to continue and new development to occur.

  • This special circumstance was granted to the City in 1995 for the Lake Wilcox area when Official Plan Amendment 129 was approved and this area was identified as an SPA.

  • To recommend, following a successful 2020 By-election conducted using only Internet Voting, that Council authorize the City Clerk, beginning with the 2022 Municipal Election

  • To conduct regular municipal and school board elections using either optical scan vote tabulators (with paper ballots), or both tabulators and Internet Voting; and, to conduct municipal and school board By-elections using either tabulators or both tabulators and Internet Voting.

  • This report also recommends the process to establish the 2022 to 2026 Compliance Audit Committee, as well as minor amendments to the Use of Corporate Resources for Election Campaign Purposes Policy.

  • Is this closed session to do with Councillor Muench's motion below from May 26th forcing Mayor Barrow to retire or provide a return to work date?

  • On February 24th Council approved Mayor Barrow's extended medical leave knowing that the Mayor was not able to give a date of return and that it could extend past 3 months.
